Since the dawn of time (Twitter's Time that is 2006) there has been a 140 character limit for each tweet that has been posted, nothing wrong with that of course as this is what Twitter is all about, short, snappy posts.
However, in recent times people have wanted to start posting more media, videos and links and the issue is that these items take up precious character limits, as an example, a shortened link will consume 20-23 characters, bad times...
The good news is that soon Twitter will not count these towards your character count as they want to encourage more people to post media rich content.
